Reworking a high-volume public service center to increase capacity, improve operations, and help more New Yorkers at the same time.

The Project

More capacity within an active public facility.

Paper Plane Architecture developed modifications for the Jamaica DMV in Queens focused on a straightforward operational goal: expand the number of people the facility can serve without losing clarity, comfort, or flow.

The approved plans add workstations and support increased personnel so more customers can be assisted simultaneously. The work required careful planning within an existing, heavily used environment—balancing service counters, waiting areas, circulation, testing functions, and day-to-day DMV operations.

The Challenge

Increase service capacity without making the experience feel more congested.

A public-facing facility like the DMV has to work for two groups at once: the staff delivering services and the large number of customers moving through the space every day.

Our design adds additional service workstations and accommodates more personnel while reorganizing the surrounding waiting and circulation areas. The objective is not simply to fit more stations into the room, but to make the additional capacity function as part of a clear, efficient public-service environment.

The Outcome

Approved plans positioned to help the Jamaica DMV serve more people, more efficiently.

The project demonstrates how targeted architectural changes can improve the performance of an existing civic facility: expanding service capacity, supporting additional staff, and making better use of the space already available. The project is currently approved for construction.
